The exertion & implementation of Vietnamese communist Politburo Resolution #36 overseas: Strategy and courses of action (Toronto & other major Viet centres)

Vietnamese communist Politburo Resolution #36 was issued in 2003 to apply to the overseas Vietnamese with an aim to exploit them as the milking cows, to attract talents to serve the regime, to rig the overseas Vietnamse communities off, to propagandize and exert cultural/intelligen ce influences, and finally, to dominate the overseas Vietnamese community as a whole. Briefly, the communist regime in VN would like to exert its power and its system to affect the overseas Vietnamese for its political purposes and financial/technolog ical exploitation.

To do that, they are implementing the following strategy and courses of action:

- Artistic performances with many artistic ensembles from Vietnam, at the same time, pushing their lackeys among the refugees to organize the big entertainment events to celebrate such occasions as the Black April Month (they call the "Great Spring Victory": April 30, 2007), the Birthday of Ho Chi Minh (May 19, 2007) etc. This year’s Vietnamese communist plan to celebrate these two events is very grandiose (with many seminars, meetings and hundreds of million dollars for the campaign) , finalized by the visit to the U.S. of President of VN Nguyen Minh Triet and the performance of "The Charm of Vietnam" Ensemble in Southern California in the most luxurious U.S. theater in Los Angeles. The communist campaign reaches all major Vietnamese centres overseas, such as Melbourne, Sydney (Australia); Toronto, Montreal, Vancouver (Canada); Seattle, Anaheim, Garden Grove, Westminster, Los Angeles, Texas (U.S.A.); and France.

- The other course of action includes the manipulation of writers and artists overseas to come back and live in VN to serve the "reconciliation plan" of the communist Resolution 36 with a view to mobilize financial resources overseas under the organization and instructions/ orders of the Vietnamese communist cultural intelligence system.

- They are using the lackeys and those selling themselves to the communists among the refugees to penetrate into the groups/associations /churches/ temples/religiou s congregations/ community agencies etc to neutralize the efforts of the overseas Vietnamese and their organizations to struggle for freedom and democracy in VN.

- They are using the state-controlled priests and the religious organizations/ groups who sell themselves to the communists for the purposes of raising funds, propagandizing for the regime, and attracting the overseas Vietnamese to bring money and to come back to Vietnam to serve the regime.

- They use many forms of raising funds and charities overseas to mobilize money from the refugees for the plans that usually fall within the responsibility of the government to perform, such as building the schools, the cultural houses etc.
